The most dangerous neighborhood is surrounded by a cement containment wall. When the city's Mayor is taken hostage, a police officer makes an unlikely friend with an ex-con. With the ex-con's knowledge of how the criminal element operates and the officer's connections, the duo travel the neighborhood trying to figure out how to save the Mayor.
