In the shadowy underbelly of the Prohibition era, 1933, a small town teems with illicit activity. Jack Malone, a corrupt cop embodied by Michael McFadden (Into the Lion's Den), thrives on the spoils of this clandestine world, profiting from the 'luxury tax' he imposes on every bootlegger and lawbreaker. The unveiling of a new speakeasy appears to be another easy shakedown, but the seedy establishment harbors a chilling secret.
